That’s not a lot to work with. Can you post the complete picture with the other pennants, or a larger version of this?
Unfortunately, that is the largest I can make it without it looking blurry. The words next to it are a different font.
It looks similar to OkayCursive™. I’ve tried Identifont’s Fonts by Similarity, but they didn’t have anything.
